The Vrije Universiteit Amsterdam and its university hospital are located in what is known as the Zuidas business district of Amsterdam. Looking to improve revenues from their parking facilities, as well as improving user experience, the institutes had decided to integrate their parking operations. The next step was to acquire a high-end, fully integrated parking management system offering a centralized, web-based control centre for all parking facilities.

Spark was asked to draw up a List of Requirements regarding the functional requirements of such a system and to help conduct the European tendering procedure. The tender was focused on selecting the economically most favourable bid. A Proof of Concept and a Service Level Agreement also were part of the tendering procedure.
