Established as separate organisation within the city’s Transport and Infrastructure Department, Amsterdam City Car Parks wanted to make the city’s parking facilities more client- and market-oriented. As part of this change, a benchmark of the existing organisation was required in order to be able to measure future results.

A direct comparison with a similar organisation was not possible, due to the unique characteristics and size of the one in Amsterdam. Spark devised a benchmark organisation with similar challenges as faced by Amsterdam City Car Parks. Based on this benchmark and on the organisation’s results, Spark was able to draw up an advice for the organisational restructuring of City Car Parks.
